According to the Kamen Rider Double Movie scans, Philip will be the first one to use the Fang Memory to become Kamen Rider Double Fang Joker. It is now confirmed that the Fang Memory exist for the DoubleDriver so that it can be used by only one person to henshin.
But this news didn't take out the rumor about Philip (or maybe Shoutaro) dying anytime near episode 25, as said in our previous post. More news to come regarding this topic as December 8 goes near.

Actually the scans here don't say anything about the Fang Memory allowing just a single person to henshin into Kamen Rider W.
Rather, it states that the henshin process is reversed, "combining Philip's body with Shotaro's heart/soul" instead of the usual Shotaro body X Philip soul combo.
That's why in the scans we see Pbilip in the trademark W henshin pose and Shotaro lying over there on the ground.
