As revealed in the preview last week, Kamen Rider Meteor will make his most anticipated appearance in Kamen Rider Fourze's 16th Episode, “Right and Wrong Troubles.” Here's an in-depth entry on Meteor.
Kamen Rider Meteor will be a mysterious transfer student, Ryuusei Sakuta, that was first seen in the recent Kamen Rider Movie Wars MEGAMAX, played by Ryou Yoshizawa. He is keeping his identity and actions as a big secret to everyone, unlike Gentarou.
Ryuusei uses the unnumbered Astro Switch, the Meteor Switch, on his Meteor Driver to transform into Kamen Rider Meteor. He can access his three finishing moves:
Starlight Shower, a high speed punch attack; Meteor Tornado, a kick that rotates in high speed; and, Meteor Strike, a strong and powerful kick. Just like any other Astro Switch, the Meteor Switch also contains Cosmic Energy. Meteor can also use Fourze’s Switches. When Meteor uses the Elek Switch, Meteor is filled with electric powers.
Kamen Rider Meteor main armament is called Fingerprint Authentication Brace Meteor Galaxy, attached on his right wrist. It has three switches called Galaxy Levers that represents three planets coming from the Solar System — Mars, Jupiter and Saturn.
By pushing a lever on the Meteor Galaxy and scanning his fingerprint, he can summon a planet on his wrist and use its attributes during his Rider Punch! Using Mars Lever, he can summon a burning planet Mars, and use Mars Breaker; with Jupiter Lever, he can activate Jupiter Hammer; and, with Saturn Lever, he activates Saturn Sorcery!
Kamen Rider Meteor is a member of the “Anti-Zodiarts Union,” he is given support from the satellite “M-Bus” and a mysterious being called Tachibana. He started fighting against Zodiarts in order to save his best friend and he’s willing to cooperate with Fourze in the battle against the Zodiarts.
Tachibana is a mysterious being living in the satellite, M-Bus, and works as a support to Meteor. It is unknown whether he is a robot or a man behind a mask.
The M-Bus also holds the energy necessary for Meteor to transform. If Ryuusei is not exposed to this energy, he won't be able to transform.

Is it just me, or is it that in the first image we see a henshin pose similar to that of Shotaro in W when he henshined into Joker? Very interesting...
I wonder if he will do the same like all the other 2nd Rider and hate the 1st Rider guts but then join up with them, or will he join up straight out of the gate?

So it looks like Scorpio will make a return, Meteor can use some of Fourze's switches, and that he has a Rider Kick (Meteor Strike) and a Rider Punch (Starlight Shower). Can't Wait!

IF "tachibana" is human then it is possible that he is Kengos father who he thought has died or maybe meteors father.By the way you forgot to see a a little part about superhero taisen in that magazine (pic of decade)
So, Gentaro doesn't even learn his identity yet. This sound similar to Kamen Rider Kiva, when Ixa didn't know Kiva's identity until the very end, and the two were sort-of enemies. I wonder if this will be similar.
It seems that Meteor and Fourze can interchange and share astro switches since they do share the same system, something I haven't seen since the Accel driver.
Tachiban actually is a tribute to Tachibana Tobei, the old man that guided the first 7 riders.
Maybe for this storyline, it could be also Kengo's father

I wouldnt be surprised my self if it did turn out to be kengos father, But do to the explosion on the moon, He was found by aliens and had to be rebuilt like Darth Vader O.O "Dun Dun Dun!!" lol
Srsly hoping figuarts Meteor comes with planet effects to recreate his jupiter punch. That'd be awesome.

The DX Fourze driver had a Meteor switch function for the O slot when you hack the driver. Either Fourze gets a movie exclusive Meteor States or gets to wield the Meteor Galaxy.
Tachibana mentored the 1st 7 riders, kengos father probably got the name from him, also i dont think kengos father died from the explosion seeing as the rabbit hatch is still there and some1 gave kengo the gift of a portal 2 the rabbitt hatch. He also needed time 2 develop fourze
