Here are the latest magazine images for the upcoming Tokumei Sentai Go-Busters vs Gokaiger team-up film. Although we have seen some parts of it a few days ago, the new images contains some new scenes, including the new villains!
Seen in the image above are the "rumored" Phantom Ranger Keys (幻のレンジャーキー), which looks like clear versions of a typical Ranger Key. Are these the Legendary Keys the Gokaiger sought after to acquire the "Greatest Power in Space"?
Up next is the image that features the movie's villains. Shown in the magazine is Vagrass teaming up with the Zangyank Empire. This features two new villains, Bacchus Gil (バッカスギル) and Uredonaia (ウレドナイャー), and the return of past villains, Basco and Damaras.
After almost one year, the pirates return to Earth after their expedition to destroy Zangyack's home planet. The Tokumei Sentai Go-Busters realize they have to fight the evil Zangyack and the Gokaiger crew.
Directed by Shibasaki Takayuki (Chou Den-O: Episode Yellow, Kamen Rider OOO WONDERFUL), with Shimoyama Kento (Goseiger vs Shinkenger) on the scripts, Tokumei Sentai Go-Busters vs Gokaiger will premiere this January 19th.

I think the new keys might be the Kyoryuger keys.
It's a spoiler, maybe Shinkenger's make a brief debut and help the Gokaigers and Gobusters out somehow.

Maybe those phantom keys are the new sentai team keys.
What is Enter holding?
Phantom may refer to the figment of the imagination. Considering how the Gokaigers gave back the powers to their original owners and how they were still able to Gokai change during the movie, the Phantom Ranger keys may be keys to allow them to transform into their rightful Gokaiger colors and have the ability to Gokai change at will into the previous sentais. This may be a logical explanation of the Phantom Ranger keys. I can't really think of another explanation.
Am I the only one who think the Red Phantom Key look like AkaRed?

If they have returning legends then Jin's actor has to do a scene with him as Tsubasa. Better yet put them post together.

幻のレンジャーキー (Gen/Maboroshi no Renja- Ki-) does indeed translate to Phantom Ranger Keys. Literally "Phantom's Ranger Keys" or "Ranger Keys of the Phantom's" or "Ranger Keys of the Phantoms" which means there are 5 owners or 1 owner who owns all these 5 Ranger Keys.
I researched somewhere that the Goggle V, Timeranger, Gouraiger brothers and Shurikenger were Gokai changed into. Of course, take this info as if you are taking a grain of salt with your finger and thumb.
Anyway, the Phantom Ranger Keys have nothing to do with the Kyouryuugers as they will make their own cameo appearances. I mean, we will never get to see their characters out of ranger suits but only hear their voices anyway like how they did to the Goseigers, Gokaigers and 1st three Go-Busters when first introduced.
The only conclusion I know for the Phantom Ranger Keys are that they are to be used for getting the Greatest Treasure in the Universe (possibly another one as the previous one was destroyed by Gai).
The reason the Gokaigers could transform into past teams is still beyond me. It can be argued that the Phantom Ranger Keys are used to transform into Goggle V and Timeranger but note that they Gokai changed to fight against the Go-Busters prior to finding the Phantom Ranger Keys.
