Here are some latest news for the Kamen Rider X Kamen Rider Ghost & Drive Movie Wars 2016 Genesis regarding the movie's change of format and the cast.
From The Ghouly News:
"In a change of pace from prior Movie Wars, Genesis will not have three different parts to it. Rather, the film will contain a single story featuring the characters of Kamen Rider Ghost and Kamen Rider Drive. In addition, the film will be written by newcomer Makoto Hayase and directed by Osamu Kaneda."
And as for the movie's cast:

nope... not all... they made it clear gaim is in a different universe...even in the cross over episode of drive and ninninger it is shown that they are not in the same universe... but when it comes to crossover movies it is vaguely shown that they live in the same universe... I suspect this is all decade's doing
