If you check what´s in the background, you see it´s the same place were the fake koyomi appears. So what you see here is either the beat original Haruto with a fake Wizard or the beat Imposer who just took the Form of Haruto after getting beaten.
Another possibility would be it is an AV Rider´s from that world we saw 52 & 53.

I think it's Koyomi because since she becomes The White Wizard, maybe she somehow got ahold of Haruto's flame ring and used it to become Flame Style. And if you look at the Flame Style suit very carefully, it has that female tinge to it! I may be wrong, but it's an educated guess!

Agree with @not an admin.. the suit looks overly big compare to the hands of wizard, it's koyomi..
It's probably going to turn out to be the AR world Haruto.
Since this movie takes place in an alternate dimension world, it's most likely that world's Haruto counterpart or that shape shifter imposter monster that looked like koyomi.
Phantoms= illusions... Whoever the person is, most definitely a shapeshifter...

I think I can think of three possibilities in all-
1) Something Den-O/ time travel related
2) Something Decade related
3) He is facing some sort of worst fear/ underworld type thing
