I give the Edge To Boukenger (But a tiny Commiseration to Operation overdrive for additional fight scenes)
Boukenger had the character development. Overdrive had the flashy new toys. A lot of the main fight was cut for time purposes but I feel that battle in the beginning with overdrive just lasted way too long. I would say Boukenger did it better. Great editing.
