A new scanned image of what seems to be another confirmed and definitely, the secondary rider for the show has been revealed in the 1st Quarter toy catalog.
This secondary rider is called Kamen Rider Specter, he is rumored that he will appear early in the series and will probably use a Ghost Driver.

That's what I was thinking.
It could be like Gaim, where a bunch of different riders are introduced throughout the series.
I'm guessing this is gonna be a multi-rider series.

The kanji clearly says it's another rider. Go back and look at the article where the driver was revealed. There are two drivers: one white & blue, the other is white & black.
