We now know the identity of the villain in the upcoming Heisei Generations Forever movie!
Actor Shunsuke Daito will portray the "Super Time Jacker" named "Tide". According to news sources his goal is to "erase the history of the Heisei Kamen Riders". But to what end? We'll find out when the movie comes out December 22, 2018.
