Looks like someone else is transforming into Chronos not Dan Kuroto. I think its Pallad
Apparently level 0 has all kinds of weird effects built into it. I mean, really? 99 lives, can reduce other character's levels, inhibits bugster virus effects. If Kuroto is Chronos then it's going to be some sneaky tactic of his that involves Poppy not bringing him back into the Bugvisor 2 and letting him get his hands on a Chronicle gashat, and somewhere getting a Bugvisor 2? Unless he steals Poppy's?
What happened to poppy's Bugvisor that she threw away when she got reprogrammed? Is that still just hanging out somewhere in the grass? or is poppy using that again despite us never seeing her go and retrieve it?
I think Pallad's story wraps up with level 99. Don't count Dan out of the race just because he teamed up with Emu. The guy is *the* asshole. He definitely has something up his sleeve. The man who calls himself GOD will not be satisfied until he has the actual power of a god.
I can see Pallad being beaten, Emu refusing to kill him, instead wanting to show him mercy (I mean, all Pallad wanted to do was play with Emu. A bit unfortunate how it warped him), and Dan outright kills Pallad all the while laughing. Which opens the final arc of Emu vs Dan as Chronos.
I also think Pallad's death might be what "frees" Emu, and allows him to access his final form.
But, we'll see. Just another Asshole's Theory.

I don't think it's Pallad. I mean, they JUST gave Pallad a new form, they're not gonna give him a new rider suit too just 3 eps later.
Also, that would be really lame if it was just Pallad again. I'm still waiting for him to get a monster form.
I think who will transform into Kamen Rider Chronos/Cronus is Dan Masamune (Kuroto's father), because bugster and kamen rider are in the field.

Love how Genm's new power works. And i think Chronos will be Nico. Maybe after all high lvl Bugster defeated, the rider that have all the Gashatrophy will change into Chronos

The BugVisor II that Kuroto used in the previous episode is Poppy's. She retrieved it obviously.

I think Kamen Rider Cronus is the Human Body of Kuroto Dan. We all know (or atleast most of us) that the Kuroto that was revived by Poppy is a Bugster. Kuroto said he was able to preserve his data using Kamen Rider Chronicle. Maybe Cronus is Kuroto Dan's human form with all the malice from he was still alive.
